This rev of the draft incorporates the following changes:

1) Re-introduction of the optional IP Address properties of an NSType.
2) Removal of the rarId element.
3) Fixing the references to the "rqst" element to be "rqstObj".  There were=
 a few places where this had not been done (in the examples and once in the=
 text body).
