Technical Summary

draft-ietf-ecrit-car-crash specifies IETF mechanisms to support next-generation vehicle-initiated emergency calls in multiple regions, including North America.  It builds on the foundation provided for the pan-European eCall service and it is normatively dependent on draft-ietf-ecrit-ecall, proceeding in parallel.  The document also registers a MIME media type and an INFO package.  External SDOs (including NENA, the I_HeERO [Harmonised eCall European Deployment] project, and others) have references to this document, and are 
waiting for an RFC number.

Working Group Summary

The document was reviewed by a large number of people during its development.  Towards the end it received a large number of comments from a small number of people, and their comments were carefully considered, and resolved with good (mostly not rough) consensus.  Multiple WG participants also participate in the SDOs intending to use this document and have made sure the document meets the needs of those SDOs.

Document Quality

There are not presently implementations of the protocol, but the SDOs charged with overall next-generation pan-European emergency call have many vendors interested in implementation of the car-crash protocol on a quick timetable. 

A media type registered by this document was posted for received expert review on the mediatypes mailing list.  It did not receive direct comments, but it had the same issue as the media type registered by draft-ietf-ecrit-ecall, which was resolved with the help of Ned Freed. The only change in this update of the eCall draft is to remove the 
"+per" suffix.  This was necessary because the designated expert for 
MIME content type structured content suffix pointed out that ASN.1 
PER encoding can't be understood independently of the content (unlike 
XML, which can be parsed without understanding the content).  As a 
result, the MIME content type has changed from 
application/emergencyCallData.eCall.MSD+per to 
application/emergencyCallData.eCall.MSD.

Question: is there intent to remove the requirement to wrap the MSD in a 
multipart body once the the work in sipcore completes? Is it your goal

I think there is not much actual benefit to removing the requirement, 
while there is some downside: it would make the draft dependent on 
the content-id draft, and it would require further changes in other 
SDO work (e.g., 3GPP) that includes the requirement.  So I'd suggest 
we leave it is.

I don't think it would require any major changes in other SDOs, at least no=
t in 3GPP.

I am pretty confident the Content-ID draft will anyway be adopted by 3GPP, =
no matter whether it's needed by ecall or not.

Of course it only requires minor changes, not major ones.

As you say, in reality the initial INVITE will be multipart anyway, 
so we may as well not make the eCall draft depend on the sipcore 
draft.

Abstract:
   This document describes how to use IP-based emergency services
   mechanisms to support the next generation of the pan European in-
   vehicle emergency call service defined under the eSafety initiative
   of the European Commission (generally referred to as "eCall"). eCall
   is a standardized and mandated system for a special form of emergency
   calls placed by vehicles, providing real-time communications and an
   integrated set of related data.

   This document also registers MIME media types and an Emergency Call
   Additional Data Block for the eCall vehicle data and metadata/control
   data, and an INFO package to enable carrying this data in SIP INFO
   requests.

   Although this specification is designed to meet the requirements of
   European next-generation eCall, it is specified generically such that
   the technology can be re-used or extended to suit requirements across
   jurisdictions.

This version addresses Christer's suggestion of removing the text 
that says Content-ID is not defined as a SIP header field.  No other 
changes.

This document is the product of the Emergency Context Resolution with
Internet Technologies Working Group.

Technical Summary
draft-ietf-ecrit-ecall specifies IETF mechanisms to support next-generation pan-European eCall (European vehicle-initiated emergency calls).  It also provides the basis for next-generation vehicle-initiated emergency calls in other regions.  The document also registers MIME media types and an INFO package.  Multiple SDOs (including 3GPP, 3GPP2, CEN, NENA, and others) have references to this document and are waiting for an RFC number.

Working Group Summary

The document was reviewed by a large number of people during its development.  Towards the end it received a large number of comments from a small number of people, and their comments were carefully considered, and resolved with good (mostly not rough) consensus.  Multiple WG participants also participate in the SDOs intending to use this document and have made sure the document meets the needs of those SDOs.

Document Quality

There are not presently implementations of the protocol, but the SDOs charged with overall next-generation pan-European emergency call have many vendors interested in implementation on a quick timetable. 

Media types registered by this document received expert review on the mediatypes mailing list.  The expertise of Ned Freed, in particular, was extremely helpful in solving an issue that arose, in a way that was compatible with a predecessor document, RFC 7852.
