I understand, from previous conversations with the author, that the  
aim of this draft is "to explain how one can use IETF specs to  
implement AL-FEC protocol". That's a fine goal, and this draft does a  
reasonable job in providing such an explanation.

However, I believe - as I previously stated in the working group -  
that the relationship between this draft and the DVB AL-FEC  
specification is not clearly defined.  While the abstract is  
reasonably clear on the relationship, the title and introduction  
suggest that this draft is the DVB AL-FEC protocol, rather than being  
implementation guidelines for the DVB AL-FEC protocol. One way to  
address this might be to change the title of the draft to "Guidelines  
for Implementing DVB-IPTV Application-Layer Hybrid FEC Protection",  
and to add a few clarifying sentences to the introduction.

I have no problems with the technical content of the draft.

This document defines a new RTP payload format for the Forward Error
Correction (FEC) that is generated by the 1-D interleaved parity code
from a source media encapsulated in RTP.  The 1-D interleaved parity
code is a systematic code, where a number of repair symbols are
generated from a set of source symbols and sent in a repair flow
separate from the source flow that carries the source symbols.  The
1-D interleaved parity code offers a good protection against bursty
packet losses at a cost of decent complexity.  The new payload format
defined in this document is used (with some exceptions) as a part of
the DVB Application-layer FEC specification.

Status of this Memo

This Internet-Draft is submitted to IETF in full conformance with the
provisions of BCP 78 and BCP 79.

The Annex E of the Digital Video Broadcasting (DVB)-IPTV technical
specification defines an optional Application-layer Forward Error
Correction (AL-FEC) protocol to protect the streaming media carried
over RTP transport.  The DVB-IPTV AL-FEC protocol uses two layers for
FEC protection.  The first (base) layer is based on the 1-D
interleaved parity code.  The second (enhancement) layer is based on
the Raptor code.  By offering a layered approach, the DVB-IPTV AL-FEC
protocol offers a good protection against both bursty and random
packet losses at a cost of decent complexity.  This document
describes how one can implement the DVB-IPTV AL-FEC protocol by using
the 1-D interleaved parity code and Raptor code that have already
been specified in separate documents.
