  I actually thought that maybe we should say =E2=80=9CA receiving implemen=
tation
SHOULD/MUST treat as equivalent=E2=80=A6=E2=80=9D but just dropping it is b=
etter.  I=E2=80=99m OK
with either the =E2=80=9Cdoes not change the meaning=E2=80=9D or the =E2=80=
=9CMUST NOT assume=E2=80=9D
wording.
