On <https://tools.ietf.org/html/rfc7739>, hover over the [RFC6946] link.  
The tooltip says "Processing of IPv6 ". The actual title of RFC 6946 is  
"Processing of IPv6 "Atomic" Fragments". So it looks like quotes in RFC  
titles cause the tooltip text to be truncated.

Also, the rfcmarkup sources at  
<https://tools.ietf.org/tools/rfcmarkup/code> seem to be outdated. The  
last version is 1.116, but those sources are for 1.96.

Yes, apache went down on one of the machines yesterday, and again
today.  I haven't figured out what causes it yet, but it's up now,

I agree about removing (or not including) the asterisks. Adding the

(As an expedient, I'd just do a XSLT one-liner to build a for-text
version of the XML without the spanx tags -- which I would include here,
but my XSLT is a bit rusty.)
