I suspect the problem you ran into was pasting 
"draft-klensin-recal-rev-00" into the replaces field in the submission 
form (which will not work). Others have run into that, and there is an 
outstanding ticket to improve the way the form behaves. See 
<https://trac.tools.ietf.org/tools/ietfdb/ticket/1375>

What would have worked was "draft-klensin-recal-rev".

The most recent codesprint added more documentation to the field to help 
others avoid that problem.

I think the control still could use more work to make it less likely 
that others run afoul of this.

For this draft, you can send a note to the secretariat asking them to 
add the replaces relationship.

 1) If idnits was made more permissive to accept these, and they actually=

    occurred in a submitted document by mistake, they would not be flagge=
d

 2) I don't see why idnits should be run on something which hasn't been
    processed all the way through to exact submission state, which seems =
to
    be what's happening here -- if the processing pipeline is able to pro=
duce
    something ready for submission, why is idnits run on something else?

Because it is expedient.  Documents spend most of their time in the =
-latest stage; doing a quick kdrfc/idnits is a good thing to do after =
not having touched a document for a couple of weeks.

I would be in favor of the submission process assigning a number based =
on previous state. New documents get -00 and subsequent versions are =
assigned the next revision number. That way, the document doesn=E2=80=99t =
have to specify a version number.

The current scheme is a little more resilient in the face of co-author =
confusion of who is supposed to submit.  If this were less of a real =
problem, I=E2=80=99d probably agree that maintaining that version number =
by hand is a bit of busywork I don=E2=80=99t really need.  But then, =
I=E2=80=99d need to backport the assigned version number to my source =
revision control=E2=80=A6

Maybe with an "If this is your first Internet-Draft submission" around it.

There is a lot of noise on that page.  I wonder if it makes sense to cut that down to the bare essentials.  New submitters don't need to know about the API, for example.  There is an "Instructions" "tab".

I have had a problem with XMLMind on my laptop, and spent some time with =
Warren on that this morning. It turned out that I needed to reinstall =

It's almost as if that page was written as though it were an RFC :P It
appears to think of itself as a reference, not a tutorial or a howto.

Fwiw, i agree with Martin that taking a vicious editor's knife to that
and figuring out the most important stuff in a much simpler and shorter
document would make it more useful to a first-timer audience.  (doesn't
mean there's no place for a reference, of course).

I also note that https://www.ietf.org/standards/ids/guidelines/#6 says:

    It is strongly recommended that the draft include a notice (with
    email address) of where comments should be sent. For example:

    "Comments are solicited and should be addressed to the working
    group's mailing list at ___@______ and/or the author(s)."

And yet, it's not clear how to send edits to this 9-year-old document
itself (it could use at least some http→https fixes in 2019).

I believe 'No' means "Don't Munge", and given that we are running a separ=
ate
DMARC workaround, I believe this should not be set by default.  If you se=
t
it, things should still work, but you'll replace our default DMARC workar=
ound
with the Mailman approach.

We're still hoping to be able to deploy ARC, which should be better than =
both
the current default workaround and the Mailman workaround.

The web service will of course not have access to the files on your lapto=
p,
but if you previously had XMLMind set up to expand includes in your xml
source before running it through the web service, it would explain things=
=2E

This can be accomplished by running xml2rfc with the --exp (--expand) opt=
ion.

Of course, if that's the way you had it set up earlier, it also implies t=
hat
you had xml2rfc installed, in order to do the expansion, which would mean=

that you may not have needed to use the web service.  Unless maybe you ha=
d
an old version of xml2rfc which was up to doing the expansion, but didn't=

want to use it for output generation?

This is a lot of speculation, but the bottom line is really that there is=

no way for the web service at xml2rfc.ietf.org to access the local files
indicated by XML_LIBRARY=3D/Users/fred/In-Progress/XML_Library unless you=

do the expansion locally first.
