For the record, to do what Cullen wants (i.e., having the handText attribute
content on one line and the content of the element on the next line) the
xml2rfc fragment can be written this way:

<t hangText="destination_data"><vspace blankLines='0'/>
The destination value itself, which is an encoded DestinationData structure,
depending on the value of "type".</t>

This works in xml2rfc 1.36 and 2.4.0.

This announces the release of xml2rfc version 2.4.1, available for download

This is a minor bugfix release, which fixes two instances where particular
xml input could cause exceptions to be raised.
