Hi,

The links to the citation libraries are always http on https://xml2rfc.tool=
s.ietf.org/ and not https.

Interestingly the links to e.g. https://xml2rfc.tools.ietf.org/public/rfc/b=
ibxml/ look like http but are https when served from https://xml2rfc.tools.=
ietf.org/ but are http when not served from http.

Links to  http://www.rfc-editor.org/refs/bibxml/ on the other hand look lik=
e http but are then redirected to https.

I suggest changing all links to the citation library to be https and look l=
ike https on the page.
Change https://xml2rfc.tools.ietf.org/ using HSTS?

 That was caused when trying to make an html file from an xml file that was
 generated by kramdown where I had normative and informative references
 that didn't have an associated author.  The .xml file had empty "<author>
 </author>".  The conversion to .txt succeeded without complaint.

 Independent of whether author is required for every reference, this could
 be handled more gracefully.  I've also filed a ticket against kramdown to
 look at whether having an author in the reference needs to be enforced.
