Interestingly the links to e.g. https://xml2rfc.tools.ietf.org/public/rfc/b= ibxml/ look like http but are https when served from https://xml2rfc.tools.= ietf.org/ but are http when not served from http. Links to http://www.rfc-editor.org/refs/bibxml/ on the other hand look lik= e http but are then redirected to https. I suggest changing all links to the citation library to be https and look l= ike https on the page. Change https://xml2rfc.tools.ietf.org/ using HSTS? The .xml file had empty " ". The conversion to .txt succeeded without complaint. Independent of whether author is required for every reference, this could be handled more gracefully.
