For a few weeks I've been unable to use the RfcMarkup option of https://xml=
2rfc.tools.ietf.org/
If I upload foo3.xml, The result is like this:

Sorry, couldn't find 'foo3-2.txt'

Meanwhile I've been using the 'plaintext' and 'html' options.

Hi there,

I was trying to use 
<https://greenbytes.de/tech/webdav/rfc7991.html#element.section.attribute.numbered>, 
which, according to 
<https://trac.tools.ietf.org/tools/xml2rfc/trac/ticket/313> should be 
fixed as of February 2016.

The latest release is 2.5.2, published in October 2016, and it doesn't 
seem to have this fix. As a matter of fact, the release notes do not 
mention it:
