  OK.  I took a quick look at it.  I'm wary of having yet another
registry.  If at all possible, it would be preferable to leverage
existing registries.

  There is an IANA registry for EAP types.  Could netmod just reference
that?

  e.g. just define a "radius-eap" type, with a "method" parameter that
contains the actual EAP type to use.

I haven't been following this issue as closely as I might, but my takeaway
is that the draft is attempting to use a Call-Check or Authorize-Only type
of operation for which there is *no* form of identity (even end-point
station identity), no previous authentication and no "state".  Is that
correct?  If so, then I think this is a fundamental misuse of RADIUS.

I'll be happy to be corrected or told to go read the draft more carefully.

The draft does not appear to contain a requirement for a message authentica=
tor attribute.  There is no way I can approve of this document without that=
.   I'm not sure which discussion you are referring to, I's usually a bit b=
ehind on some email.   I think the draft is still lacking is other areas as=
 well, I forwarded my secdir review to the AAA list and there has been leng=
thy discussion on this on the secdir list. =20

a. I can't find RFC2868 in text body of RFC3575 except for the section 3.2 =

On the other hand, I might found a errata in the Appendix A of RFC3575.
