This document introduces the transport of call control User-to-User
Information (UUI) using the Session Initiation Protocol (SIP) and
develops several requirements for a new SIP mechanism.  Some SIP
sessions are established by or related to a non-SIP application.
This application may have information that needs to be transported
between the SIP User Agents during session establishment.  In
addition to interworking with the Integrated Services Digital Network
(ISDN) UUI Service, this extension will also be used for native SIP
endpoints requiring application UUI.  This document is not an Internet 
Standards Track specification; it is published for informational purposes.

This document is a product of the Call Control UUI Service for SIP Working Group of the IETF.

At IETF-83, we had discussion about the syntax of the package
parameter, currently called "package" in draft-ietf-cuss-sip-uui-05.

In order to accommodate some existing implementations that use the
"purpose" parameter from draft-ietf-cuss-sip-uui-00, the consensus of
the room was to change the syntax name of the parameter back to
"purpose", but to retain all the current text and semantics about UUI
packages.   As a result, the change to the draft would just be
changing from:

pkg-param   = "package" EQUAL token

to:

pkg-param   = "purpose" EQUAL token

in the ABNF.  We would also include an explanation for why this is the case.

If there are any objections to this, please respond immediately to the
list as the authors plan to revise the draft with this change in a few
days.

In particular, the concern was raised that if a new content or
encoding is defined for an existing package, this could cause UUI
failures to result.

The proposed solution was to not allow new content or encodings to be
defined for existing packages.  Instead, a new package would be
defined which would support the new content or encoding.

Here is some proposed new text.

The current text in draft-ietf-cuss-sip-uui-05 says:

OLD:

New "package" values MUST describe the new application which is
utilizing the UUI data and provide some use case examples.  The
default "content" value and other allowed contents MUST be defined or
referenced in another document for the package.

We propose the text say:

NEW:

New "purpose" values MUST describe the new application which is
utilizing the UUI data and provide some use case examples.  The
default "content" value and "encoding" value MUST be defined or
referenced in another document for the package.  Additional allowed
content and encodings MAY also be defined or referenced.

OLD:

New "encoding" values MUST reference a common encoding scheme or
define the exact new encoding scheme.

NEW:

New "encoding" values MUST reference a common encoding scheme or
define the exact new encoding scheme.  A previously defined UUI
encoding value can be used in a new package.  In this case, the usage
of the encoding is defined by that package.  New UUI encodings cannot
be added to existing packages - instead, a new package would need to
be defined.

The text is fine, however,

I cannot remember which section these appear in, but I would like to either=
 put them, or repeat them, in a new section labeled "extensibility" or some=
 such.

I'd also like to capture that extension can either be by defining a new rep=
lacement package, or by using the old one and a new one together. In the la=
tter case, old implementations would default to using only the old package =
and could also indicate that using the feature tags.

This is the change that also has impact on the uui-isdn package document. A=
ssuming there are no objections I'll also make the obvious changes to this =
document. Note this is only the change of the name of the header field para=
meter where it is used in the document, otherwise usages of the term "packa=
ge" remain.

Hi Alan,

We (deutsche Telekom) agree to either "purpose" or "package", if the final
decision is taken within the next days. Our current implementation order to
the our vendor requires "package", but we still can change this within the
next few days. After that we have to pay a lot for the change.

Bruno: Enrico and I are not gating this behaviour, so please do not wait
for a GO/NOGO from the chairs.  However, if it helps to establish a
consensus deadline to get this moving, we can do so (please see below).

The list discussion on this between April 13 to April 24 seem to
indicate that changing the name to "purpose" should be fine.

If anyone is vehemently opposed, please do speak up by the end of this
week (April 27, 2012).  The resulting discussion should provide the
authors an authoritative way forward.
