I reviewed the documents during WGLC, and have been active in the
IDNABIS WG.  I haven't completely re-read the documents after the LC,
but I've followed the changes as they've happened.

The hold up with them since IETF LC has been, apparently, the
sponsoring AD's reluctance to proceed because of issues to do with the
fact that these introduce backwards-incompatible changes with
IDNA2003.

The resolution to that has, in the end, apparently been to say, "Yes,
they do," and to hope that sensible things will happen elsewhere.
There were some adjustments to the documents, but nothing that wasn't
there all along in my opinion.  The compromise appears to have been
that the issue of how to handle the transition has been kicked over to
ICANN.

The plain fact is that these introduce a backward-incompatible change
with IDNA2003, and that there will therefore be an overlap period
during which it will be possible for two different clients on the same
machine at the same time to resolve the same keyboard input
differently.  The most galvanizing but maybe not most likely example
of this is the ß (Eszett or SHARP S) character.

In order to avoid this eventuality, it will be necessary for
registries (or zone operators) to do something to map the characters
in question, and to arrange the zones they operate such that during
some transition period at least there is no difficulty.

Of course, there isn't anything in the protocol to enforce this, and
it would be impossible to require that there be.

In my opinion, given the aims that the IETF had when chartering the
IDNABIS work in the first place, the documents are as good as they're
ever going to be and should be published.  Remember that these are at
the beginning of the standards track, and there's already some talk of
opening them to revise and advance.

I am biased as I am an editor of one of the documents, and of course =
influential in the wg, but let me add one thing to the excellent summary =
by Andrew...the other organisations that are specifically interested in =
this work (W3C, ICANN and Unicode Consortium) as well as other IETF =
wg's, can not really start working on what they have to work with before =
these documents are RFC's. They will (as Andrew imply) do their work, =
and come back with feedback for the next step in the IETF standards =
process.

I do not see any need for prolonging the delay before these documents =
are made available, as I think the discussions already a few months ago =
went from based on real facts be theoretical discussions, discussions =
that never can be put to rest without people actually doing something.

I.e. documents will not be (much) better than this without much more =
real world experience. Which we will not get without the documents as =
RFCs.

I want to emphasise that Andrew has not only been active in the wg all =
the time (and not given up like too many other good contributors), he =
has also come with excellent input during the whole time we have worked =
on this (compared with other comments that have been...hmm...time =
consuming at best).

 Abstract

   This document specifies the details of the Host Identity Protocol
   (HIP).  HIP allows consenting hosts to securely establish and
   maintain shared IP-layer state, allowing separation of the identifier
   and locator roles of IP addresses, thereby enabling continuity of
   communications across IP address changes.  HIP is based on a Sigma-
   compliant Diffie-Hellman key exchange, using public key identifiers
   from a new Host Identity namespace for mutual peer authentication.
   The protocol is designed to be resistant to denial-of-service (DoS)
   and man-in-the-middle (MitM) attacks.  When used together with
   another suitable security protocol, such as the Encapsulated Security
   Payload (ESP), it provides integrity protection and optional
   encryption for upper-layer protocols, such as TCP and UDP.

   This document obsoletes RFC 5201 and addresses the concerns raised by
   the IESG, particularly that of crypto agility.  It also incorporates
   lessons learned from the implementations of RFC 5201.

   Due to specific problems, NAT-PT was deprecated by the IETF as a

   commenced which standardizes new mechanisms to perform IPv6/IPv4

   mechanisms avoid the problems that caused the IETF to deprecate

The early warning system had a problem with few documents
last year. This caused the system to stop sending messages.
Then the Internet drafts changed format, and that causes more errors.
The errors handling corrupted the data base :-(

I have to large extent rewritten the systems to be more robust,
the effect was that the queue of drafts was over 500 drafts, but
many of them had been processed.
I first restored and fixed the data base.

The first 250 had been processed but stayed in the queue.
I have purged them all.
The remaining 250+ I have broken up into blocks of 50 and will
process one block a day unless there is no new draft message sent
from that batch.

When that queue is drained I will turn the automated processing back on.

Soon after that I will release the code.

If you have any suggestions for improvements now is a good time to
put them forward.

   provides the capability to map an entire tree of the DNS name space

   This document describes an extended format for the NAPTR service
   fields used in dynamic Diameter agent discovery.  The extended format

 Abstract

   Within the Domain Name System, several names have been reserved or
   used for special purposes, some at the top level and some at other
   levels.  RFC 2606 identified An IANA registry of Reserved and Special
   Names is established to reduce the likelihood of conflict of names
   and the consequent ambiguity.  This specification establishes that
   registry.

                  Clarification of DNS SRV Owner Names

 Abstract

   The DNS SRV record has been specified in RFC 2052 and RFC 2782 for
   use in dynamic service discovery for a domain.  These two RFCs did
   not clearly specify an IANA registry for the names of the services
   and their underlying protocols.  This document clarifies RFC 2782
   regarding the formation and use of the Service Prefix in the owner
   name of SRV records, based on the unified IANA registry for "Service
   Names and Port Numbers".

 Abstract

   Where multiple application servers are able to receive inbound
   connections from clients, it is desirable provide some policy control

   over client behaviour.  This specification allows application service
   providers to provide addresses of multiple servers in response to DNS
   queries, while specifying failover and load balancing behaviours.

   Multiple servers are specified using existing protocol mechanisms for
   DNS Service records (SRV).  An experimental record definition is
   described, which can be implemented on existing systems.

 Abstract

   Some networks are expected to support IPv4-only, dual-stack, and
   IPv6-only hosts at the same time.  Such networks also want to IPv6/
   IPv4 translation for the IPv6-only host so it can access servers on
   the IPv4 Internet.  On such a network, the synthesized AAAA responses
   from a DNS64 can cause traffic to be translated.  This document
   describes two solutions to avoid that translation:  modifying default
   address selection on the host, and using DHCP to configure different
   DNS recursive resolvers.

 Abstract 

   To build IPv4-Embedded IPv6 addresses for IPv4/IPv6 translation, the 
   Well-Known Prefix (WKP) and Network Specific Prefix (NSP)-based 
   address formats have been defined in [Address-Format]. However, both 
   of them have some limitations in several use cases. Hence, this 
   document aims at discussing the validity of the use cases and assess 
   the interest of the BEHAVE WG to meet the requirement of 
   unambiguously distinguishing IPv4-Embedded IPv6 addresses from 
   native IPv6 ones. Doing so would guide the address selection and 
   therefore allow avoiding crossing unnecessary or even useless 
   address family translators.  

Conventions used in this document 

   The key words "MUST", "MUST NOT", "REQUIRED", "SHALL", "SHALL NOT", 
   "SHOULD", "SHOULD NOT", "RECOMMENDED", "MAY", and "OPTIONAL" in this 
   document are to be interpreted as described in RFC-2119 [RFC2119].

This update of the NETEXT working group's charter involves adding work
items related to cross-interface handover and flow mobility that were
discussed in the NETEXT2 BOF but not adopted by the IETF. After
discussions in the NETEXT WG meeting in Hiroshima, a significantly
reduced scope for the work was adopted, and this work is now being added
to the charter. In addition, one work item on RADIUS support moves from
the NETLMM WG to this WG. The differences to the current charter can be

Description of Working Group:

Proxy Mobile IPv6, specified in RFC 5213, is a network-based mobility
protocol. It uses a Mobile Access Gateway (MAG) and a Local Mobility
Anchor (LMA) to allow hosts to move around within a domain while keeping
their address or address prefix stable. Proxy Mobile IPv6 has been
incorporated into a number of products and deployments are starting.
Certain deployment considerations, including localized routing and bulk
refresh of lifetime are already emerging.

The working group will focus on the following topics relevant for
network-based mobility:

Localized Routing: a specification for routing traffic between the
MAG(s) without involving the LMA. That is, allow the MAGs to route
traffic between hosts from one MAG to another, without being tunneled
all the way to the LMA. This reduces latency and backhaul load.
Applications such as voice can benefit from the reduced latency.

Bulk Refresh: a specification of improving the signaling load for
binding lifetime refresh. The current specifications call for the
handling of each mobility session independent of each other. When a
large number of hosts are served by a single MAG, a periodic refresh of
the binding lifetimes can lead to a signaling storm. The purpose of the
Bulk Refresh feature is to construct a protocol feature that allows such
refreshes to occur on a per-MAG basis.

LMA Redirection: a specification for allowing an LMA to redirect a MAG
to another LMA. This is primarily needed as a way to perform load
balancing. This functionality is complementary to implementation
techniques that allow distributed MAG implementations to move tasks
around without a visible impact at the protocol level, and the initial
LMA discovery work in the NETLMM WG. An applicability statement
describing the situations where the new functionality is or is not
applicable has to be included in the specification.

Hiding access technology changes from host IP layer: Proxy mobility is
based on the assumption that changes in host IP stacks are undesirable.
However, link layer implementations can hide the actually used physical
interfaces from the IP stack. For instance, a single interface might
transmit packets over different media, as is common practice in certain
radio networks. This can be used to achieve inter-access handovers or
flow mobility, i.e., the movement of selected flows from one access
technology to another. The specification of any actual link layer
mechanisms is outside the scope of the working group, but the group
works on the following:

- Informational applicability statement that analyzes the issues
involved with this approach and characterizes the contexts in which such
use is or is not appropriate.

- The working group will determine if protocol extensions are required
between the Proxy Mobile IPv6 network nodes (MAGs and LMAs) to support
the ability for a single host interface to transmit packets over
different media and the ability to distribute specific traffic flows on
different media components of that single interface. The relevant
protocol extensions will be developed as necessary. The WG will assume
that there the host has an interface that is capable of employing
multiple media.

Radius Extensions to PMIP6: In order to enable network based mobility
using PMIP6, the policy profile needs to signal a set of attributes and
policies to the MAG and LMA. New Radius attributes need to be specified
that are relevant to PMIP6 based mobility. This work item will specify
Radius extensions and attributes specific to PMIP6.

The work in this charter is entirely internal to the network and does
not affect host IP stack operation in any way (except perhaps through
impacting packet forwarding capacity visible to the hosts). The working
group is not allowed to specify new IP layer protocol mechanisms to
signal mobility related events between the host and the network.

The proposed activity will be complementary to the existing IETF Working
Groups, notably the NETLMM and MEXT WGs. The NETEXT working group will
also act as the primary forum where new extensions on top of the Proxy
Mobile IPv6 protocol can be developed. The addition of such new
extensions to the working group involves addition of the extension to
this charter through the normal rechartering process.

Description of Working Group:

The Audio/Video Transport Working Group was formed to specify a protocol
for real-time transmission of audio and video over unicast and multicast
UDP/IP. This is the Real-time Transport Protocol, RTP, along with its
associated profiles and payload formats.

RTP itself has been shepherded to Full Standard. Its associated
profiles, extensions, and payload formats are currently at various
levels of stardards maturity. This working group's current work centers
in four areas:

1) Maintenance of the core RTP/RTCP protocols and the AVP, SAVP, AVPF,
and SAVPF profiles

2) Specification and maintenance of payload formats for use with RTP

3) Specification of metric blocks for use with the RTCP Extended Report
(XR) framework

4) Extensions to the core protocols to facilitate joining,
synchronizing, control, and monitoring of RTP multimedia sessions

In these areas, the group is chartered to focus on the following tasks.
Work supporting those areas, but not reflected in these tasks must not
be accepted by the working group without an explicit re-chartering. In
particular, new items supporting the fourth area are expected to be
reviewed in DISPATCH before being considered new charter items for this
group.

1) Maintenance of the core RTP/SRTP/RTCP protocols and the AVP, SAVP,
AVPF, and SAVPF profiles
- maintain and enhance the SRTP Profile, with review and input from the
Security Area
- specify how to use Explicit Congestion Notification (ECN) with
RTP/RTCP

2) Specification and maintenance of payload formats for use with RTP
- provide guidelines for payload format design
- develop payload formats for new media codecs
- review and revise existing payload formats to advance those which are
useful to Draft Standard or Standard, and to declare others as Historic.

3) Specification of metric blocks for use with the RTCP Extended Report
(XR) framework
- provide a mechanism allowing identification data for a set of related
metric reports to be carried separately and identified in those reports
by reference
- provide report blocks for delay, delay variation, and discard
- provide report blocks for burst/gap discard and loss
- provide report blocks supporting rapid synchronization of multiple RTP
streams
- provide report blocks for jitter buffer metrics
- provide report blocks for loss concealment metrics

4) Extensions to the core protocols to facilitate joining,
synchronizing, control, and monitoring of RTP multimedia sessions
- develop tools to support rapid acquisition of multimedia streams
-specify necessary extensions to support rapid synchronization of
multiple RTP streams
