Abstract:
   When an emergency call is sent to a Public Safety Answering Point
   (PSAP), the device that sends it, as well as any application service
   provider in the path of the call, or access network provider through
   which the call originated may have information about the call, the
   caller or the location which the PSAP may be able to use.  This
   document describes data structures and a mechanism to convey such
   data to the PSAP.  The mechanism uses a Uniform Resource Identifier
   (URI), which may point to either an external resource or an object in
   the body of the SIP message.  The mechanism thus allows the data to
   be passed by reference (when the URI points to an external resource)
   or by value (when it points into the body of the message).  This
   follows the tradition of prior emergency services standardization
   work where data can be conveyed by value within the call signaling
   (i.e., in body of the SIP message) and also by reference.

Hi all,

Already in 2008 Brian and myself submitted the first version of
draft-rosen-ecrit-ecall, which described how to re-use the existing work
in ECRIT and GEOPRIV for use with emergency calls triggered by vehicles.

This was long before anyone in Europe had figured out that their
approach of using the legacy cellular infrastructure for making these
types of emergency calls by cars will at some point in time have to
transition to IP, as everything transitions to the Internet.

Moving forward to 2013 the work on IP-based eCall was indeed started by
ETSI and a task force had been established to look at the solutions.
Based on the presentations in ECRIT the suggestion was made to separate
the document and to move content from the additional data draft to those
documents.

The two resulting documents were:

These documents provide valuable insight into how IP-based in-vehicle
emergency calls work by re-using our existing architecture.

support for the work on these two documents.

I don't know which 3GPP timetable you are using, but the December 2006 vers=
ion of 3GPP TS 22.101 defines eCall as being in the CS domain (TS12). This =
was release 8.

The only IMS work I am aware of was in release 9 where they looked at sendi=
ng the CS ecall data as a media in an IMS call. No standard came out of thi=
s.

Abstract:
   When an emergency call is sent to a Public Safety Answering Point
   (PSAP), the device that sends it, as well as any application service
   provider in the path of the call, or access network provider through
   which the call originated may have information about the call, the
   caller or the location which the PSAP may be able to use.  This
   document describes data structures and a mechanism to convey such
   data to the PSAP.  The mechanism uses a Uniform Resource Identifier
   (URI), which may point to either an external resource or an object in
   the body of the SIP message.  The mechanism thus allows the data to
   be passed by reference (when the URI points to an external resource)
   or by value (when it points into the body of the message).  This
   follows the tradition of prior emergency services standardization
   work where data can be conveyed by value within the call signaling
   (i.e., in body of the SIP message) and also by reference.

Technical Summary:

The policy for registration of sub-services of the service URN with the 'sos' service type, as defined in RFC 5031, prevents the registration of a sub-service of the service URN with the 'sos' service type for a service that, at the time of registration, is offered in one country only. This draft updates the procedures in RFC5031.

Working Group Summary:

There is strong consensus in the Working Group for this change to RFC5031. The only objection was the missing WG milestones, which has now been resolved.
