This is the latest version of the Requirements draft and incorporates the
feedback received from the IESG.

Summary of changes :
Packet Duplication - added text to section 7 #9.
TLS and Reliable Transport - added comment to section 7 #2.
Introduction before Definitions - fixed, moved sections.
Layering Issue - fixed in definition of Addressable Entity (AE)
