Abstract:
   This specification defines the Security Event Token, which may be
   distributed via a protocol such as HTTP.  The Security Event Token
   (SET) specification profiles the JSON Web Token (JWT) and may be
   optionally signed and/or encrypted.  A SET describes a statement of
   fact that may be shared by an event publisher with event subscribers.

This draft includes edits suggested by Yaron including the requested =
change in wording to the definition of the events claim.

Specifically the muddled notion of primary vs. extension event types has =
been removed. It is still possible to extend an event but the spec is =
now silent on the issue.

Per Yaron=E2=80=99s suggestion that we follow RFC7942 and list current =
implementations while the draft is being revised, could people reply to =
this message and let me know if you know of a:

JWT Library that:
a)  Should support the current draft
b)  Is known to support the current draft
c)  Is known to have issues

Once I have some data I=E2=80=99ll be happy to add it to the next =
revision per RFC7942.

For those not familiar with IETF procedure, the draft doesn't need to be 
"ready" when adopted, only "good enough". After adoption, the group gets 
to decide on the protocol details by rough consensus.

Now that we=E2=80=99ve adopted the SET token spec, the next step is to =
figure out how to handle distribution/delivery of SEC events between =
parties.

While I had put forward a draft distribution spec, I realized in Seoul =
that many people are in very different places on what is needed to =
handle event delivery.

Before I attempt to rewrite the draft, lets talk terminology and use =
cases and get agreement on requirements.

Current Terminology:

Publisher - An entity that issues and signs a SET token. The audience of =
a SET is typically a subscriber.

Subscriber - An entity or organization that will receive SET event =
tokens on a Feed.

Feed - A logical stream of events issued based on some criteria of event =
type and or subjects. A feed typically has one or more subscriptions.  =
In addition to a set of event types that may come in a feed, there is =
another dimension:  =E2=80=9Cenrolment" the subjects or entities about =
which SETs will be issued.  A feed may have one or more subscribers.

Enrolment* - The set of entities within a feed about which events are =
issued.  For example, in the RISC case, end users(subjects) are =
typically enrolled into a feed  when the user invoked a federated =
sign-on from an Identity Provider to a relying party. =20
*NOTE: This is *not* a concept in the current distribution draft.

Subscription:  A subscriber who has registered to receive a feed. A =
subscription includes meta attributes like delivery endpoints, =
credentials and subscription status/state.

Comments on terminology:
A. There are many cases where separate Feeds vs. subscriptions are not =
needed. RISC and some other specs take a more idealized or streamlined =
view of the data model. I think this is ok, but I=E2=80=99m not sure it =
applies to all potential uses.  For example, I don=E2=80=99t see it as =
necessarily true that logouts and RISC events will flow through the same =
logical connections (Feeds).  =20

B. I chose =E2=80=9Csubscription=E2=80=9D from typical notions of =
pub-sub definitions to describe an endpoint that has elected to receive =
a feed. Much like a homeowner signs up with a publisher to receive one =
or more magazines. The RISC working group has used the term =
=E2=80=9Csubscription=E2=80=9D to refer to the notion that a subject is =
added to a feed as a subscription.  To correct this conflict, I am =
proposing the term =E2=80=9Cenrolment=E2=80=9D to describe the notion of =
controlling what subjects are part of a feed.=20

As mentioned in my previous email, here are the use cases I think the =
distribution draft should be re-worked to address. =20

Use Cases:

1.  How to transfer one or more SETs via HTTPS POST.  The Data Transfer =
Protocol (the subscriber is the server to the publisher)
2.  How to subscribe with a publisher and to interrogate and control a =
subscription status.  The Control Protocol (the publisher provides the =
service to the subscriber).
3.  How to adjust the enrolment of a feed. The Enrolment Service (the =
publisher provides the service to the subscriber).

With regards to 2 & 3, should this be part of the same API? =20

For example, if we re-used SCIM for #2 (as currently proposed), then #3 =
would be easily defined by using a =E2=80=9Cmembers=E2=80=9D attribute =
on the feed.  Enrolment happens by simply adding a new subject value to =
the members attribute. =20

OR, we could have a very simple POST / DELETE endpoint where subscribers =
POST and DELETE subjects.  In this style, what would be expected from a =
GET (e.g. return all enrolled subjects)?  Should a GET even be possible? =
What about PUT etc?  My gut reaction is let=E2=80=99s not invent yet =
another HTTP protocol and to just re-use SCIM.  There are normal =
conventions that implementers can use to make their own decisions on =
this stuff. For example, in SCIM a service provider doesn=E2=80=99t have =
to return all values of a group unless it feels the client is authorized =
to receive it.  In cases where there are millions of values, it just =
does not always make sense.

I am happy to just take a shot at reworking the draft to address the cases b=
elow if people are ok.=20

I believe Yaron was also interested in starting to raise any issues with the=
 WG SET draft. In particular, please let me know of any issues with normativ=
e concerns as there is already a dependent spec being implemented (OIDC Back=
channel Logout).=20
