Just to be clear, my suggestion was that this information (maybe in a

Draft-yoneya-precis-mappings defines mappings that must be considered=20
between receiving user input and passing permitted code points to =
internationalized
protocols as a guideline for authors of protocol profiles of precis =
framework.
Yoneya-san and I think we described about mappings that are undescribed
in precis framework and it's preferable to perform before precis =
framework like RFC5895.
So, this document don't mention processing order of precis framework.

But, I made sure that draft-ietf-precis-framework-06 defines Additional=20=

Mappings. I don't necessarily want to perform mappings before precis =
framework.
But I think it's preferable to perform Additional Mappings then =
Casemapping
if Additional Mapping may include local case mapping is in section 4.3. =
of=20
draft-yoneya-precis-mappings. Because local case mapping makes no sense
to perform after casemapping.

For example, U+0049(LATIN CAPITAL LETTER I) in Turkish should be mapped=20=

to U+0131(LATIN CAPITAL LETTER I).

I investigated Unicode characters that need local case mapping with=20
the Specialcasing.txt in section 3.13 of The Unicode Standerd after=20
I received comments during at Vancouver meeting. And I found the =
characters=20
in a few language. And then I checked whether the characters are =
affected=20
by order of local case mapping and normal casemapping that=20
the Casefolding.txt of The Unicode Standerd defines.
I'm writing about this characters in next draft-yoneya-precis-mappings
and I'm going to submit it shortly.

Any comment would be greatly appreciated when the draft was submitted.

The IESG plans to make a decision in the next few weeks, and solicits

beginning of the Subject line to allow automated sorting.

Abstract


   If a protocol expects to compare two strings and is prepared only for
   those strings to be ASCII, then using Unicode codepoints in those
   strings requires they be prepared somehow.  Internationalizing Domain
   Names in Applications (here called IDNA2003) defined and used
   Stringprep and Nameprep.  Other protocols subsequently defined
   Stringprep profiles.  A new approach different from Stringprep and
   Nameprep is used for a revision of IDNA2003 (called IDNA2008).  Other
   Stringprep profiles need to be similarly updated or a replacement of
   Stringprep needs to be designed.  This document outlines the issues
   to be faced by those designing a Stringprep replacement.

Actually, there are some of those terms in the appendices, which it
seems have copied some text from the relevant RFCs. I would encourage
the authors to modify that text so that it no longer contains any of
the conformance keywords, because the "background information"
subsections of several appendices don't seem normative to me...

Indeed, that appendix consists of notes copied from a wiki page that
the PRECIS WG used to collect the information.

Your conclusion does not follow. Yes, it is true that we're not sure
how willing some developer communities are to upgrade from Stringprep
(based on Unicode 3.2) to PRECIS (version-agile, currently Unicode
6.1). However, we know that some developer communities are in fact
willing to upgrade, and they have been more involved in the PRECIS WG.
Furthermore, in general applications don't have a choice about what
Unicode version is installed on the underlying system, so as time goes
by Stringprep will become more and more problematic. There was strong
agreement at the NEWPREP BoF to work on a common solution that all
Stringprep-using protocols could re-use. The approach taken in the
PRECIS framework specification is closely modelled on IDNA2008 and
follows the recommendations from RFC 4690. If you are going to
maintain that the PRECIS WG has taken on an intractable problem, then
I think you're also arguing that the IDNABIS WG took on an intractable
problem and that IDNA2008 failed to provide a viable solution to the
shortcomings of IDNA2003 and the Nameprep profile of Stringprep.

My view is that the IDNABIS took on a difficult and 
politically-sensitive problem.  There's an open source implementation 
of the specification .  IDNABIS had the advantage of being related to 
domain names.  I'll take back the comment as you did a good write-up. :-)

I have reviewed the draft-ietf-precis-nickname-03

the only concern I have is on the last sentence of Section
3. Use in Application Protocols:

    Application protocols are also allowed to define application-specific
    rules governing use of nicknames in the relevant protocol slots
    (e.g., rules regarding the length of nicknames).

I am not sure "use" is the term here.
The responsibilities of the specific application protocol, that are of 
interest of this draft, are those that
would eventually extending the string conformation constraints (e.g., 
rules regarding the length of nicknames) ,
and that must not contradict the rules specified in Section 2.
However an application will also specify other rules governing use of 
nicknames (e.g. some names are
reserved, prohibit to use etc.) but those are not of interest for this 
draft as far as the string name conform to Section2.

Let me see if I understand your point: there are rules about the
nickname strings themselves (e.g., length, allowable characters,
further restrictions to mitigate confusion about visually similar
characters), and then there are rules about how nickname strings are
employed in an application protocol (e.g., reserved nicknames,
prohibited nicknames).

How about rephrasing the sentence as follows...

OLD
   This specification defines only the PRECIS-based rules for handling
   of nicknames.  It is the responsibility of application protocols such
   as MSRP, XCON, and XMPP to specify which entities are expected to
   enforce these rules (e.g., chat servers, chat clients, or both).
   Application protocols are also allowed to define application-specific
   rules governing use of nicknames in the relevant protocol slots
   (e.g., rules regarding the length of nicknames).

NEW
   This specification defines only the PRECIS-based rules for handling
   of nickname strings.  It is the responsibility of an application
   protocol (e.g., MSRP, XCON, or XMPP) to specify the protocol slots in
   which nickname strings can appear, as well as the entities that are
   expected to enforce the rules governing nickname strings in that
   protocol (e.g., chat servers, chat clients, or both).  Above and
   beyond the PRECIS-based rules specified here, application protocols
   can also define application-specific rules governing nickname strings
   (rules regarding the minimum or maximum length of nicknames, further
   restrictions on allowable characters or character ranges, safeguards

In Atlanta I hope that we can have some discussion about whether to
make width mapping a "full-class citizen" similar to casemapping and
normalization (i.e., every class and subclass would need to specify if
width mapping is required, recommended, or left up to the application
protocol). Feedback would also be good on the IANA considerations. And
of course we still need to do some testing.

This is very close to done. I've pinged a number of people in the SIP
and XMPP communities for feedback. As a result, I expect to publish a
small update before the cut-off date next Monday. I think it will be
ready for WGLC at that point.
