thank you for your advice, it's very useful to me. I've checked the list
and both addresses that I include marked as active (though one is also
primary). Interestingly, Last week I've sent my question to the tools team.

This is a warning and just tells you that xml2rfc is going to do what =
needs to be done.

To get rid of the warning as well, make sure your <rfc=E2=80=A6> tag has =
a consensus attribute:

<rfc consensus=3D"yes=E2=80=9D category=3D=E2=80=9Cstd=E2=80=9D =
ipr=3D"trust200902" docName=3D=E2=80=9Cdraft-=E2=80=A6
